Short Title: A resolution to create charges for Standing Committees of YMN and to establish National Subcommittees that include in their membership representation from the national body of the organization.

THE BOARD FINDS:
· Youth MOVE National, Inc. (YMN) is a national organization with a growing level of influence on policies and practices affecting children, youth, and young adults with mental health needs across the nation.
· YMN is devoted to improving services and systems that support positive growth and development by uniting the voices of individuals who have lived experience in various systems including mental health, juvenile justice, education and child welfare.
· In order for YMN to realize its vision, the work of committees is vitally important.
· Standing committees of the organization need clear charges from the board to do their work.
· Article IX, Section 3 of the Youth MOVE National, Inc. Bylaws gives the board of directors the responsibility for determining the charge of Standing Committees.
RESOLVED:
· Committees of YMN shall have clear charges given by the board of directors.
· The guidelines that follow shall be the charge of the standing committees as identified by the YMN board of directors.
PROCEDURE/ GUIDELINES:
· All committees, with the exception of the finance committee, shall be aided in the execution of their charge by National Subcommittees that include in its membership individuals and chapter members of Youth MOVE National.
· Membership on subcommittees of the finance committee shall be restricted to members of the National Board of Directors.
· Membership on National subcommittees shall be appointed by the board president.
· No National Subcommittee shall have more than ten (10) members, excluding the subcommittee lead.
· National Subcommittees shall be convened at the call of the subcommittee lead at least once bimonthly.
· The chairs of each committee shall be responsible for the oversight and reporting of all subcommittees within their tier. The chairs should convene the subcommittee leads within their tier at least once before meetings of the national board for the purpose of compiling information to be presented at the board meetings. The subcommittee lead must be on the Youth MOVE National Board of Directors.
· Notes from national subcommittee meetings shall be taken by subcommittee lead or designee and submitted within five (5) days to the committee chair.
· Notes should then immediately be forwarded to the resolution subcommittee lead by the Committee Chair.
· The resolution committee shall review the deliberations of all committees and subcommittees to determine facts, actions and recommendations to be included in resolutions to the board. The resolution committee will draft resolutions and submit them to committee chairs for their approval and presentation on board calls.
Committees of Youth MOVE National, Inc. Board of Directors
1. Executive Committee
The executive committee shall be responsible for the operations of the board when the board is not in session and provides general supervision and governance for the National Director and the organization as a whole.
2. Membership Committee
The membership committee shall be responsible for the acceptance, review and approval of applications for individual and chapter membership. The membership committee shall also review and approve chapter reports and shall hold hearings of issues concerning the chapter. The membership committee is the liaison between chapters and the board of directors.
3. Finance Committee
The finance committee is responsible for the oversight of fiscal management and control of YMN resources. This committee shall also be responsible for the draft of an annual budget, closely monitor income and expenditures and report found discrepancies to the executive committee. This committee shall also develop policy recommendations regarding fiscal operations and futures planning.
4. Resource Development Committee
The resource development committee is responsible for all fundraising, social marketing and public outreach of Youth MOVE National.
Subcommittees of the EXECUTIVE Committee
ES1- Organizational Development Subcommittee
The organizational development subcommittee of the Executive Committee shall be responsible for the ongoing development and growth of the organization, its board, its members and chapters.
ES2- Accountability Subcommittee
The accountability subcommittee shall be responsible for the oversight and supervision of all activities pertaining to the operations of Youth MOVE National. This includes implementation of the code of conduct for board member; reviewing and addressing issues relating to conduct of board members, committee members and consultants. This committee shall also be responsible for evaluating quality of services provided and developing and implementing Quality Assurance Plans.
ES3- Resolutions Subcommittee
The resolutions subcommittee of the Executive Committee shall be responsible for the receipt and review of resolutions submitted by board members and committees. This committee is also responsible for the development of the agenda for meetings of the National Board of Directors.
Subcommittees of the FINANCE Committee (National Board Members Only)
FS1- Budget Subcommittee
The budget Subcommittee of the Finance Committee shall be responsible for budget formulation and execution. This committee shall draft an annual budget to be recommended to the board at the Spring meeting for the upcoming fiscal year (October 1- September 30) and monitoring compliance of the final budget approved by the board.
FS2- Fiscal Management Subcommittee
The fiscal management subcommittee of the finance committee shall be responsible for monitoring income and expenditures of the organization.
FS3- Policy and Planning Subcommittee
The policy and planning subcommittee of the Finance Committee shall be responsible for drafting policy concerning fiscal operations and planning for implementation of resolutions.
Subcommittees of the RESOURCE DEVELOPMENT Committee
RS1- Public Policy and Engagement Subcommittee
The public policy and engagement subcommittee of the Resource Development Committee is responsible for the research of policy issues affecting youth and young adults involved in various child and youth serving systems and develop position papers, publications and press releases to infuse youth voice into these fields on a national level. This is with the understanding that this subcommittee with be made up of Outreach and Engagement, Brand Management, & Event Management with one individual in charge of each of those projects.
RS2- Fundraising Subcommittee
The fundraising subcommittee of the Resource Development Committee is responsible for securing unrestricted funds for the operation of the organization and other funds for the continued implementation of Youth MOVE’s programs. During the 2010-12 term the fundraising subcommittee shall work closely with the Social Marketing subcommittee to assist with implantation of 1M Strong.
RS3- Social Marketing Subcommittee
The Social Marketing subcommittee of the Resource Development Committee shall be responsible for the ongoing marketing of Youth MOVE National and the promotion of the principles of positive youth development and practices of youth-guided care. This committee shall also be responsible for brand and trademark development and management. During the 2010-12 term the social marketing subcommittee will focus immensely on the National Initiative, 1M Strong: Uniting the Voices and Causes of Youth. This is with the understanding that this subcommittee with be made up of the Social Media, Website, and You Tube Channel with one individual in charge of each of those projects.
Selection of Membership to National Subcommittees
Within 30 days of the passage of this resolution the National Director or designee shall:
· Create space on website announcing available slots within the aforementioned Subcommittees to solicit membership to National Subcommittees.
· Send a notice to all chapters and individual members about this opportunity to be involved in the national organization.
· Basic demographical information shall be collected on each applicant/ nominee for membership on a National Subcommittee.
· Develop a Calendar of National Subcommittee Meetings.
· Contact individuals identified by the board for membership on specific Subcommittees
On March 1, 2011 the National Director or designee shall:
· Forward to the board president a compiled list of applicants and/or nominees for Membership on National Subcommittees.
By March 15, 2011 the Board President shall:
· Make appointments to National Subcommittees and Notify the National Board of Directors and National Director of such appointments.
By March 28, 2011
·The national director or designee will send welcome letters and certificates of national subcommittee membership to new appointees. The correspondence should also include a schedule of subcommittee meetings.
- Committee Chairs will submit three goals to National Director for each subcommittee within their tier.
April 1, 2011
· Meetings of National Subcommittees begin. The board shall determine when and how each committee shall meet immediately upon adoption of this resolution.
